Description

This is a person working under the instructions of the person responsible for the operation, repair, maintenance of a refrigeration plant, offering technical assistance and acquiring knowledge and experience of his work object. Upon acquisition of the job licence it is stated that this person has the required knowledge and experience and can provide technical assistance to the licenced refrigeration plant foreman. The holder of this licence has the following rights: • to participate in a work team offering technical assistance to the refrigeration plant foreman, under the responsibility and instructions of whom it works for the installation, repair and maintenance of 1st, 2nd and 3rd type refrigeration plants, • to acquire certificates of previous experience. 1st type plants include: • Refrigeration plants for domestic, professional, commercial uses (refrigerators, ice cube trays, water coolers, refrigerating machines, ducted or split system air conditioners). • Other application refrigeration plants with total power up to 10 ΗΡ. 2nd type plants include: • Refrigeration plants for industrial-specific applications (cold stores, food and other goods processing facilities, machine cooling facilities). 3rd type plants (General Applications) include: • Refrigeration plants of the 1st and 2nd type and • Refrigeration plants for more specific applications. * A refrigeration plant consists of all the electro-engineering arrangements through which refrigeration is achieved with the use of any refrigeration circuit.

Conditions

General Case
Operation, maintenance and repair of refrigeration plants is allowed without any restriction to Mechanical Engineers, Electrical Engineers or Marine Engineers.

General Conditions

  1. The candidate must be over 18 years of age.
  2. Previous experience is taken into consideration if it has been acquired after the 15th year of age.

1st case:
Degree from Secondary Technical Vocational School of L. 1566/85, Department of thermal and refrigeration plants or equivalent, or

2nd case:
Degree from Technical Vocational School of L. 1566/85, orientation Refrigeration Plants or equivalent, or

3rd case:
Degree from Intermediate Technical School of l.d. 580/70, specialization in Refrigeration Plants, or equivalent or,

4th case:
Α) Degree from Lower Technical School of l.d. 580/70, specialization in Refrigeration Plants or equivalent, and
Β) Certificate proving previous experience of at least 250 workdays until 25/04/1996 at refrigeration plants of the 1st or 2nd type, or

5th case:
Degree of vocational training at post-secondary education level of L. 2009/92, specialization “Refrigeration and Air Conditioning Installation Technician”, or

6th case:
Α) Whoever can prove they worked as refrigeration plant technicians when PD 87/1996 (25 April 1996) was published, and
Β) provide certificates proving previous experience (until 25/04/1996) of at least three years at refrigeration plants of the 1st or 2nd type, and
C) Pass the examinations organized by the competent committee, or

7th case:
Α) Whoever can prove they worked as refrigeration plant technicians before the publication of PD 87/1996 (25 April 1996),
Β) Hold degree from Secondary Technical Vocational School of L.1566/85, Department of Inside Electrical Installations or Industrial Electrical Installations and Outside Networks, or equivalent, and
C) Provide certificates proving previous experience of at least 250 workdays until 25/04/1996 at refrigeration plants of the 1st or 2nd type, or

8th case:
Α) Whoever can prove they worked as refrigeration plant technicians when PD 87/1996 (25 April 1996) was published, and
Β) Hold degree from Technical Vocational Schools of L. 1566/85, orientation of Inside Electrical Installations or Electrical Machinery and Electrical Parts of Lifting Machinery or Electrical Home and Industrial Devices or equivalent, and
C) Provide certificates proving previous experience of at least 250 workdays until 25/04/1996 at refrigeration plants of the 1st or 2nd type, or

9th case:
Α) Whoever can prove they worked as refrigeration plant technicians before the publication of PD 87/1996 (25 April 1996),
Β) Holders of the Degree of Accelerated Vocational Training of the Organisation for Employment of Labour Force, specialization thermo-plumber, and
Γ) Provide certificates proving previous experience of at least 500 workdays until 25/04/1996 at refrigeration plants of the 1st or 2nd type, or

10th case:
Α) Holders of the Degree of Accelerated Vocational Training of the Organisation for Employment of Labour Force, specialization refrigeration plant technician, and
Β) Provide certificates proving previous experience of at least 500 workdays until 25/04/1996 at refrigeration plants of the 1st or 2nd type, or

11th case:
Degree from Technical Vocational Training Institution, 2nd Cycle, of L. 2640/1998, Specialisation Refrigeration Plants and Air Conditioning/Mechanical Sector or equivalent, or

12th case:
Degree from Technical Vocational Training Institution, 2nd Cycle, of L. 2640/1998, Specialisation Central Heating Maintenance/Mechanical Sector or equivalent, or

13th case:
Degree from Technical Vocational Training Institution, 1st Cycle, of L. 2640/1998, Specialisation Refrigeration Plants and Air Conditioning/Mechanical Sector or equivalent, or

14th case:
Degree from Secondary Vocational School of L. 3475/2006, Specialisation Refrigeration Plants and Air Conditioning/Mechanical Sector or equivalent

Note 1:
On previous experience (6th case): Applicants providing previous experience certificates only, if they provide certificates for attending a  training programme organized by a Public Service or Legal Person under Public Law or Public Enterprise or State Organisation regarding refrigeration plants and of 90 hours minimum duration, are considered to have certified previous experience of two years.
This certificate may be used only once regarding previous experience.

Note 2: On examinations (4th, 5th, 6th case)
The examinations are organized by the examination Committee For Vocational Practice, of the Directorates of Industry-Development of the Prefecture – article 44 of PD 396/89 (Α' 172).
Examination of the candidates includes control and evaluation of their knowledge and experience on the particular subject, as well as on matters regarding articles 14 and 15 of Chapter IV, Regulation (EC) 3093/94 (L333/22.12.94 Official Journal of the European Union).
The examination is both written and oral.
The written examination is determined by the Examination Committee and takes place before the oral examination.
If the Examination Committee finds the candidate suitable for a lower licence than the one requested, it recommends the award of the lower licence.
The candidates that do not pass the examination for the acquisition of a professional licence may resit the examination two months after the date of their rejection, by submitting an application and proof of payment to the Public Fund of an amount equal to the one necessary for the initial examination.
The examination material has been determined under F. 614 / 8780 / 515 / 29 - 1 – 1997 Ministerial Decision.

Note 3: On previous experience
After the issue of PD 87/1996 (25 April 1996), every two hundred and fifty (250) workdays certified within the same calendar year are equivalent to one (1) year of previous experience.
From 1st January 1984 to the enforcement date of PD 87/1996 (25 April 1996), every hundred and twenty (120) workdays certified within the same calendar year are equivalent to two hundred and fifty (250) workdays or one (1) year of previous experience. 
Up to 31st December 1983, every eighty (80) workdays certified within the same calendar year are equivalent to two hundred and fifty (250) workdays or one (1) year of previous experience.

In case that previous experience of more than 80 or 120 workdays is certified within the same year, the extra workdays cannot be transferred to a previous or following year with a smaller amount of workdays in order to satisfy the requested number of workdays.
In case that previous experience is proved with less than 80 or 120 workdays for more than one year, then the workdays are summed up in order to reach the number of 80 or 120 workdays as applies.

Procedure

The Citizen submits an application for professional licence of assistant plumber at the Directorate of Industry – Development of the Prefecture corresponding to his place of permanent residence or to the KEP of his choice. The application must include the required supporting documents.

  1. The KEP employee receives and checks the supporting documents submitted by the client and in case of absence or incompatibility of a document, the employee informs the applicant and does not receive the application.
  2. The KEP employee fills in the electronic application and creates a new folder in the KEP Information System. The applicant, giving his cell phone number, may request to be informed about reception of the application by SMS. Finally the KEP employee hands to the citizen a document certifying reception of his application, which document includes the folder number of the application.
  3. The KEP employee sends to the Directorate of Industry-Development of the Prefecture competent for the place of permanent residence of the applicant the case folder (containing the application and supporting documents) with one of the accepted ways (fax, courier, post).
  4. The candidate may be informed by the competent service of the Prefecture on the supporting documents and conditions required for the licence. He then fills in the application and submits it to the competent service, together with the required supporting documents.
  5. The competent service of the Prefecture checks the supporting documents and awards the requested licence or determines the time, place and way of conduction of the examination and informs the candidates. The licence is issued if the candidate passes both the oral and the written examination and after the results are announced.

The competent service of the Prefecture sends the final document (professional assistant plumber licence) to the KEP of the initial request. The KEP employee receives the final document from the competent Body and informs the citizen (by sms or by phone) to come and get it. The applicant goes to the KEP and receives the professional licence. The applicant goes to the competent service of the Prefecture in order to receive his professional licence.
